i was trying to play with you yesterday but i was unable to join the server.
all servers greyed out for me...
i installed v.1.2 again and it updated about 10 times but all server are still greyed out.

so your suggestion is to keep "half full" mags.

i'll try to explain...

if you shoot and reload a gun like ak47 in reallife, you are not reloading bullets, you are reloading a mag.
if you got some bullets left, what are you doing with it while you in combat? reloading the mag? sure not...
you have to pick up other weapons from dead players.
no fixed ammo-boxes on map needed...
play tc:e for a few rounds and you will know what i'm talking about.

i still think it would be a good thing for hardcore-mode.
